August 2021The software developer Riege, with its freight forwarding software Scope, points out that the Dutch customs authority has begun preparations for an important change in the declaration process for customs procedures. In the future, customs procedures in the Netherlands will be handled through a new system: the Customs Declarations Management System (DMS). The system is set to replace the existing AGS and G(S)PA declaration systems.
(Meerbusch) To support the smooth flow of transport within the European Union, the Dutch customs authority has made it its task to align customs procedures with the guidelines of the European Union Customs Code. The DMS replaces the current AGS as well as the current procedure for periodic declarations (GPA/SPA) and the existing procedures for transferring goods into a customs warehouse (douane-entrepot). However, this change requires technology-driven processes that can handle the new, highly automated real-time notifications. Riege Software has evaluated the DMS 4.0 documentation from customs, where available, and has already begun programming the new DMS 4.0 declaration forms and notifications in Scope, the freight forwarding software for air freight, sea freight, and customs.
The Key Changes at a Glance
Primarily, the data catalogs for declarations will be transferred to the new system. Declarants currently using AGS will have to submit declarations via the DMS in the future, as stipulated by the amended Annex B of the Union Customs Code. The processing of control notifications will also change with the introduction of the new customs system. In AGS 3.1, customs automatically corrected the customs declaration. In the future, these corrections will have to be made manually by the declaring party. Goods can only be released once the corrected declaration has been fully processed by customs.
By January 1, 2023, holders of the IIAA authorization must submit additional declarations. Due to this change, the automated monthly periodic declaration (GPA) will be discontinued. Holders of IIAA authorizations will need to use the so-called inventory verification file to exchange the verification information previously contained in the GPA.
Scope Provides the Solution for New Customs Procedures
Customers using Scope for customs declarations need to be aware of this and other changes, as the transition to DMS for declarations in the normal procedure is planned for the first half of 2022. The deadline for GPA, “Registration in Administration,” and customs warehouse (PDE) has been set for December 31, 2022. Riege Software is working hard on the development of the necessary input forms and shipment data to enable its customers to transition to the new declaration procedure in a timely manner.
