November 2021The six largest employers and associations in the Swiss logistics market are advocating for minimum standards regarding employment conditions for companies that provide postal services and deliver unaddressed advertising. They aim to establish a new employers’ association during 2022 and negotiate a sector-wide collective labor agreement with the social partners syndicom and transfair.
(Bern) A courier delivers a package punctually and securely from A to B. A delivery person brings the freshly printed newspaper to the mailbox early in the morning. Services that employees from various logistics companies in Switzerland provide daily. The Swiss postal service sector is currently organized in the associations KEP+Mail (Association of Private Postal Service Providers), Swissmessengerlogistic SML (Association for Bicycle Couriers and Urban Courier Services), and the Courier Association (Association of Swiss Courier Companies).
Until now, there has been no overarching association. Consequently, there has also been no collective labor agreement for this sector. This is set to change in order to provide employees with better working conditions. The KEP associations and the largest logistics providers, including Swiss Post and Planzer KEP AG, have therefore decided to jointly establish the new employers’ association “Delivery Switzerland.” Also involved are newspaper and advertising deliverers, who are also organizing themselves into a new association. The goal of the new umbrella association is to negotiate a common basis for employment conditions for employees in delivery as an industry.
Negotiating a New Collective Labor Agreement (CLA)
The new association will therefore enter into negotiations with the syndicom union and the transfair personnel association for a sector-wide collective labor agreement (CLA) for postal services and the delivery of unaddressed advertising. The new CLA is intended to cover those companies and subcontractors that provide postal services as defined by the Postal Act. Their activities involve accepting, collecting, sorting, transporting, and delivering addressed shipments weighing up to 30 kilograms. Newspaper and advertising deliverers, who handle unaddressed leaflets and free newspapers, are not considered postal service providers under the Postal Act. However, the similar activities suggest that the negotiating partners should consider the employment conditions in both areas. Upon a successful conclusion of negotiations, the social partners aim to apply to the Federal Council for the general applicability of the CLA.
Equal Standards for All
Logistics companies make a significant contribution to the Swiss economy and society with their services. The work that employees perform daily is challenging. For this important sector, the involved partners want to establish minimum standards regarding employment conditions with the sector CLA.
The involved partners will inform about the contents of the CLA and the further proceedings after the conclusion of negotiations, likely during the course of 2022.
