May 25, 2023 at 7:17 PMThe Federal Office for Logistics and Mobility (BALM) conducted further focus inspections in April on the topics of compliance with cabotage regulations, monitoring of the regular weekly rest period, and Technical Roadside Inspections (TUK).
On April 10/11, 2023, BALM carried out nationwide focus inspections at 30 control points to monitor the regular weekly rest period. Additionally, technical roadside inspections were conducted. A total of 111 inspection personnel from traffic control services participated in the inspections. On April 20/21, 2023, BALM conducted nationwide inspections at 39 control locations regarding compliance with cabotage regulations. Another focus was on conducting technical roadside inspections. A total of 147 inspection personnel from traffic control services participated in these inspections. In the Mainz branch, on April 20, officials from the Saarland state police and customs officers participated in the focus inspections at the Kutzhof parking lot on the BAB. Furthermore, additional inspection personnel from Mainz joined a large-scale inspection by the police forces of Hesse and Rhineland-Palatinate at the Medenbach rest area on the BAB 3. In the Dresden branch, the main customs office in Dresden also participated in the focus inspections on April 20 at the Finkenberg parking lot on the BAB 13.
The selection of control locations was based on expected traffic volumes, findings from previous inspections, and experience from the control service. It should be noted that the results of focus actions are generally not representative results that allow for reliable conclusions about the overall situation.
Relevant Inspection Results
During the inspection action on April 10 and 11, a total of 338 vehicles were inspected, taking into account all controlled legal areas. Of these, 335 vehicles were checked for compliance with the regular weekly rest period outside the vehicle, and 131 vehicles were checked for compliance with cabotage regulations. A total of 71 violations related to the prohibition of conducting the regular weekly rest period in the vehicle were identified, and five vehicles were flagged regarding cabotage regulations. Among the 25 vehicles examined for technical deficiencies, five violations were found, including one defective tachograph and two deficiencies in the brake pads.
On April 20 and 21, a total of 696 vehicles were inspected, considering all legal areas. Of these, 667 vehicles were checked for compliance with cabotage regulations, 67 for compliance with regulations regarding the conduct of the regular rest period outside the vehicle, and 4 vehicles were examined by TUK experts for technical deficiencies. Nineteen vehicles were flagged regarding cabotage regulations. Three violations were identified concerning the prohibition of conducting the regular weekly rest period in the vehicle. TUK experts flagged three technical deficiencies.
The Inspection Actions Will Continue
During these focus inspections in April 2023, a total of approximately 101,232 EUR was collected in security deposits, considering all controlled legal areas. The results of the inspections will be evaluated and incorporated into subsequent operational controls. Nationwide inspections focusing on cabotage, monitoring of the regular weekly rest period, and Technical Roadside Inspections will continue.
